Governance
Policy and management of the RVA is conducted by a council of ten members who are elected at the annual general meeting.
The seven largest members, by fleet size, are automatically entitled to one seat each on the council and the three remaining positions are voted on annually. Any member may stand for council. The President and Vice President is also appointed annually by the incoming council.
The Team
The day-to-day administration and financial affairs of the Rental Vehicle Association are managed by a Wellington-based Chief Executive Officer Ben McFadgen.

Ben McFadgen
CEO
Ben McFadgen hails from the Transport sector and brings a strong relationship management approach to his work. He strongly believes in the increasing value that effective, on demand personal transport brings to the economy. Ben lives on the Kapiti Coast and in his spare time can be seen either under the hood of a car, in the surf, or in a music studio.

Caddie Kerr
President
Caddie is the New Zealand Manager for Europcar and has been with the global company for many years. “Our philosophy at Europcar is to stay two steps ahead of the game and embrace emerging trends”. With many years’ experience in the rental car industry, Caddie brings a wealth of global and local knowledge to the Council.

Guy Clouth
Vice President
Guy Clouth is a stalwart of the hire industry, having started his first hire business over 27 years ago. Today, he is the owner and CEO of a range of well-known national hire businesses, including Hireace, Bargain Rental Cars (BRC) and TowMe.

James Dalglish
Council Member
James has spent close to 20 years in the car rental industry, and is currently the Chief Operating Officer of GO Rentals. He is also a serving TIA board member. James enjoys collaborating with members to improve the industry here in NZ. A keen business strategist, with a deep interest in digital marketing and innovation, rugby is James’s passion in his spare time.
Dan Stowe
Council Member
Dan has 17 years with Hertz and is their key representative on the RVA Council.

Megan Blackie
Council Member
Megan has spent over 17 years fine-tuning the operational side of the rental vehicle industry, including 12 years with Avis Budget Group and five with THL. She’s passionate about building strong teams, streamlining processes, and finding practical ways to lift performance across the board. Her leadership style is hands-on, people-focused, and always looking for ways to do things better.
Outside of work, Megan’s world revolves around her two kids and partner—whether it’s cheering from the sidelines or managing the daily juggle of family life. She’s a big believer in balance, good wine and food, and making meaningful progress where it counts.

Rob Barlow
Council Member
Robert Barlow is an accomplished professional with a robust background in the automotive industry. He is distinguished for expertise in sales, marketing, and management. Robert brings a wealth of automative industry experience to the council. Having previously held senior sales and marketing roles at Ford Motor Company of Australia, Audi New Zealand and Volkswagen New Zealand, Robert has strong OEM relationships and expertise in electric vehicles.

Tony King
Council Member
Tony has been involved in different areas of the rental vehicle industry for over 22 years and has spent the last 12 years as the National Vehicles Manager, Hirepool Vehicle Rentals. Tony has experience in many areas of the rental vehicle industry offering solutions across various business sectors in New Zealand and Australia, including experience in cars, light and large commercial rental vehicles for multinational business’s and family operations. Tony is interested in future mobility and the direction and impact this may have for the rental vehicle industry.

Anthony Kearns
Council Member
Anthony Kearns is a seasoned leader in the automotive sector, with extensive experience across New Zealand and Australia. Since being appointed Chief Executive Officer of Ezi Car Rental following its acquisition by Toyota Financial Services, Anthony has successfully led the company, driving sustained growth and innovation.
Under his leadership, Ezi has strengthened its position in the market by delivering affordable and accessible mobility solutions, while fostering a dynamic and collaborative team culture. Anthony remains deeply committed to the development of his team and the long-term success of the business.
Based in Auckland, Anthony enjoys mountain biking and spending quality time with his family.

John Hunter
Council Member
John has a vast experience working for many different rental companies throughout NZ including: Budget, Thrifty, Hertz, and Ezi Car Rental. He now heads up Touchdown Rentals in Christchurch. With a background working in first and second tier operations, John adds a unique value to council. John is also the only South Island representative.

Andy Haslett
Council Member
Andy Haslett discovered the rental vehicle industry in early 2017 following a corporate sales career where he worked for some large brands across multiple industries – namely Nike, DB Breweries / Heineken, Heinz Watties and ZURU. Prior to that he sharpened his skillset in and around the trades. With an adventure and outdoors upbringing Andy sought an opportunity to combine his love of the outdoors with the various skills he has acquired and in 2017 partnered with two close friends to design and build the first 30 Mad Campers.
Andy is happiest when spending time with his wife and three girls, is in the bush, or doing anything that gives him just a touch of adrenaline!
